It was not until 1990 when politics in favor of NON-MOTORIZED TRANPORTATION were established in Perú, specifically at the Metropolitan Municipality of Lima, who created a Management team dedicated to development of FUNDAMENTAL PLAN FOR NON-MOTORIZED TRANSPORTATION AND CONSTRUCTION of 300 kilometers of CYCLEPATHS until the year 2015."
In 1994, the World Bank extends to the Metropolitan Municipality of Lima a loan agreement of US$ 3 million 100 thousand for the implementation of a pilot project that included:
a) Study of a pilot proyect,
b) Construction of 50 km. of CYCLEPATHS,
c) Promotion campaig and a
d) Credit for the purchase of bicycles economic.
By the year 2001, after finishing the execution of the loan agreement, the new Mayor of Lima, did not agree with a policy for Non-Motorized Transportation. He cancelled the Management team and all of the work invested in the previous ten years became a waste.
But in January 2003 the new elected Mayor, Dr. Luis Castaneda Lossio, who believes that in a poor country like Peru, with one of the highest indexes of pollution in the region, an automotor park vehicle that exceded the demand of almost 8 million inhabitants, with 16 millions foot trip and with one of the most expensive gasoline prices in the world, decided restructured once again and thus, the Managment team of Non-Motorized Transportation was finally accomplished on January the 20, 2003.
Master Plan was approved on April 27, 2007.
Objectives:
• The integration of a master plan prioritizing the integration of a BIKE NET WORK.
• 350 kilometers of CYCLEPATHS by the year 2015.
Is to increase considerably by the year 2014 the use of bicycles as a means of sustainable transport in the context of improving urban transport in the city

II. Expand the bike network and incorporate local and district government in the implementation of infrastructure for non-motorized transportation.
